They're hard to maintain, they're hard to get - this is going to sound silly - they're hard to get dogs to cooperate with one another. Park District General Superintendent Michael Kelly said he is apprehensive about creating dog parks.

"Although we would like to see everyone have the same recreational opportunities for them and their pets, if there's not people on the South Side that really want dog parks, then it would be a waste of resources (for the city) to provide them," he said. The Park District's approach is not proactive, putting the responsibility squarely on residents to essentially become dog park developers, said Matt Wilson, economic development planner at the Great Cities Institute at the University of Illinois at Chicago. The McKinley Park committee, spearheaded by Robertson, is looking to hold fundraising events, recruit more volunteers and rebuild momentum that was lost in the lengthy and time-consuming process. The committee also hosted a dog fest last month featuring T-shirt and raffle sales, pet adoptions and an appearance by celebrity dog trainer Cesar Millan at Calumet Park, and plans to continue fundraising efforts. Susan Sadlowski Garza's participatory budgeting process after the dog park garnered the most votes in the 10th Ward from residents weighing in on infrastructure projects. The group already has obtained $100,000 through Ald.

Because we have a great amount of support in the area and on the committee, we're not giving up," said Stosich, treasurer of the Southeast Chicago Dog Park Committee. "It is a big effort to get a legitimate dog park and could be deterring at times.
